The comprehensive multi-year initiative establishes binding policies to transition the offshore island archipelago - comprising Nusa Penida, Nusa Lembongan, and Nusa Ceningan - into a self-sustaining ecological sanctuary powered by renewable energy microgrids, electric transport corridors, and closed-loop waste management systems by the end of the decade.

Over the past eight years, Nusa Penida has experienced one of the most explosive tourism ascents in Southeast Asia, propelled by viral global interest in iconic limestone formations such as Kelingking Beach, Broken Beach, and Angel's Billabong. However, the surge in daily visitors - frequently exceeding 7,000 day-trippers during peak summer holidays - has severely tested the island's fragile karst ecology, leading to acute freshwater shortages, traffic congestion on narrow cliffside roadways, and mounting municipal solid waste burdens.

The Green Island 2030 roadmap marks a fundamental shift from uncontrolled tourism expansion toward rigorous carrying capacity governance and environmental rehabilitation.

Phasing in electric mobility and solar-powered microgrids

The centerpiece of the 2030 roadmap is the progressive decarbonization of Nusa Penida's ground transportation fleet:

Under phased regulatory mandates established by Klungkung Regency:

  • Mandatory Electric Scooter Conversion: Beginning in early 2027, commercial rental operators on the island will be required to transition at least 35 percent of their motorbike rental fleets to certified electric two-wheelers (EV scooters), with a target of 100 percent electric rental mobility by 2030.
  • Solar Fast-Charging Stations: State electricity company PT PLN, supported by green development grants, is constructing an initial network of twelve solar-powered battery-swapping and fast-charging hubs strategically positioned at port transit gates in Banjar Nyuh, Sampalan, and Buyuk, as well as major tourist attraction junctions.

In addition to transport decarbonization, PLN is expanding the island's hybrid solar-photovoltaic microgrid in Suana and Tanglad, targeting a reduction of diesel generator consumption by 60 percent over the next thirty-six months.

Water security, desalination, and single-use plastic elimination

Beyond clean energy, the roadmap tackles Nusa Penida's acute hydrological and waste vulnerabilities:

Due to its porous limestone geology, Nusa Penida possesses virtually no permanent surface rivers, traditionally relying on seasonal rainwater catchment and deep subterranean caves like Mata Air Guyangan.

To ensure long-term freshwater resilience for both resident communities and eco-resorts:

  • Solar-Powered Desalination Plants: New seawater reverse osmosis (SWRO) facilities are being commissioned along the northern coast, providing potable piped water to local households and certified accommodations while reducing over-extraction from fragile underground aquifers.
  • Rigorous Single-Use Plastic Enforcement: Building upon Bali's provincial environmental regulations, customary village councils (Desa Adat) across Nusa Penida will enforce total bans on single-use plastic water bottles, straws, and shopping bags at all harbor entry points and beach attractions.
  • Centralized Karst Waste Composting: A modernized integrated waste processing facility (TPST) in Ped will process organic waste into agricultural compost for local dry-land farming while compacting recyclables for maritime barging back to mainland recycling facilities.
