Provincial Tourism Bylaws & Beach Club Curfew Dispatches: 55-65 Decibel Sound Limits Enforced After 10 PM

The Bali provincial government, in close consultation with the Badung regency and the customary security forces (Pecalang), has officially implemented a reinforced regulatory framework relating to noise thresholds and operating hours of beach establishments.

Acoustic thresholds and decibel limits at property lines

Under Joint Circular No. 556/2026, outdoor establishments located less than 500 meters from residential areas or hotel complexes must respect rigorous noise thresholds:

• Daytime and sunset (10:00 a.m. to 10:00 p.m.): Maximum authorized sound pressure level set at 75 decibels (dBA) at the perimeter of the establishment.
• Hours of nighttime quiet (10:00 p.m. to 6:00 a.m. WITA): The sound threshold is lowered to a strict ceiling of 55 to 65 decibels (dBA) measured at the exterior property boundary.
• Low frequency attenuation: Subwoofers and frequencies below 80 Hz must be drastically reduced from 10:00 p.m. in order to eliminate structural resonances in waterfront villas.

Curfew for outdoor facilities

All outdoor speakers, beach stages and DJ decks located along the coastline of Seminyak, Berawa, Echo Beach and Pererenan must cease all amplified sound broadcasting at 10:00 p.m. sharp. Establishments authorized to continue their activity beyond this schedule must welcome their customers in fully enclosed and soundproofed interior spaces.

Unannounced checks and scale of sanctions

Mixed brigades made up of Satpol PP police, environmental inspectors and acousticians carry out unannounced nighttime patrols equipped with approved class 1 sound level meters. The progressive scale of sanctions provides:

1. First warning: Official written order and immediate shutdown of the exterior sound system.
2. Second offense: Administrative fine of up to IDR 50,000,000 and temporary suspension of the liquor license for 7 days.
3. Third offense: Permanent revocation of the operating license, sealing of the premises by the police and customary sanctions pronounced by the host village (Desa Adat).
