Bali International Tourist Levy: Seamless Digital Payment Channels Expanded Across Airport and Hotel Networks

The Bali Provincial Government, acting in accordance with Regional Regulation (Perda) No. 6/2023, has initiated a major technological upgrade of the “Love Bali” tourist contribution system (150,000 IDR / ~$10 USD). This inter-institutional initiative, carried out jointly by the Bali Tourism Authority (Disparda) and BPD Bali Bank, eliminates queues on arrival by distributing payment channels between international airline ticketing, automatic gates at the airport and the IT systems of the island's hotels.

Smart electronic gates at Ngurah Rai Airport

The major breakthrough lies in the commissioning of twenty-four (24) automatic optically reading and contactless gates in the international arrivals terminal of I Gusti Ngurah Rai Airport (DPS). Positioned directly after customs control, this equipment allows travelers who have paid their tax on lovebali.baliprov.go.id or the mobile application to present their digital QR code for validated passage in less than 3 seconds.

Direct integration with airlines and booking platforms

To guarantee payment in advance of the trip, the provincial administration has partnered with major international carriers serving Bali (Garuda Indonesia, Singapore Airlines, Emirates, Jetstar, Qantas). Passengers can now include the legal amount of IDR 150,000 when purchasing their flight ticket or checking in online, receiving their Love Bali voucher at the same time as their boarding pass.

Validation at check-in in hotel establishments

Pursuant to Governor's Circular No. 36/2026, 4 and 5 star hotels in the regencies of Badung, Gianyar, Tabanan and Denpasar have integrated a certified module into their hotel management software (PMS). Foreign residents who have not paid the contribution can regularize it directly at reception by international bank card (Visa, Mastercard, JCB, Amex), Apple Pay, Google Pay or Indonesian QRIS.

Exclusive allocation and strict control of revenues

The provincial authorities recall that all amounts collected are strictly protected by article 8 of Perda Regulation No. 6/2023 to finance three priorities:

1. Island waste treatment: Financing modern waste recovery units (TPST) to close open-air landfills and eliminate marine plastic pollution.
2. Support for customary villages (Desa Adat): Direct subsidies to 1,493 traditional villages for the restoration of temples, the transmission of gamelan arts and the safeguarding of ancestral rituals.
3. Environmental regeneration: Restoration of the coral massifs of Nusa Penida and Amed and reforestation of the sacred watersheds of Bedugul Lakes and Mount Batukaru.
